Philip F. Waterman II - Decision of NY Professional Medical Conduct Administrative Review Board, Feb. 25, 2000 - Waterman had been disciplined by the FL Medical Board for gross medical negligence and gross medical incompetence. Waterman was penalized in FL with a $6000 fine. NY Medical Review Board affirmed FL decision, did not duplicate fine or penalty in the state of NY.

FL Board of Medicine fines Waterman $6000, and makes him perform 20 hours of continuing education. Waterman performed a "dangerous" early amniocentesis before 12 weeks gestation. After two failed attempts at 8 & 9 weeks gestation which caused the patient to begin bleeding, Waterman performed another amniocentesis at 10 weeks. The unnecessary and risky procedures caused the patient to suffer a miscarriage, and she required two D&C procedures to remove the tissue and fetal parts from the uterus. See pages 5-6, and 13-15.
