Philadelphia’s second Planned Parenthood facility, on Locust Street, did not disclose to patients the possibility of needing hospitalization after an abortion or document blood pressure and oxygen levels for women under sedatives.

Inspectors found “dark stains” and improperly sanitized equipment. On Aug. 20 inside the Locust Street abortion facility, inspectors found “multiple darkened stains” on a bench near where patients’ height and weight are taken and on the carpet in the recovery area. They also discovered that both facilities were not properly sterilizing some of their equipment. Inspectors found wet stains on wraps and pouches that were supposed to be sterilized.

Inspectors found improper storage of “products of conception,” or aborted babies’ remains. Inspectors also found aborted babies’ remains in bags that were undated, which made it impossible to verify if the aborted babies’ bodies were being disposed of as required by state law.

Observation on August 13, 2015, at 11:30AM, with EMP1, revealed an environmental services closet containing used biohazard containers. The environmental services closet was not locked and appeared that the locking mechanism was not working properly in order to prevent unauthorized access to biohazardous materials. Observation on August 13, 2015, at 11:40 AM, with EMP1, revealed an unlocked, biohazard storage freezer located on a countertop. Observation of the freezer revealed a heavy accumulation of ice and frost build up and several freezer bags containing red biohazard bags. The red biohazard bags contained POCs.

At least six patients from ages 11 to 14 were being raped and the clinic was aware of the situation and did not report the crimes.
